Around lunch time 1:00 PM database hanged. When we tried to login as sysdbaour sqlplus session also hanged. we not able to login on either of node of RAC.Thought to kill all the remote connection , so we will able to login

SEC_MAX_FAILED_FAILED_LOGIN_ATTEMPTS
SEC_DISABLE_OLDER_ORACLE_RPCS*

These parameters are system wide and static.
